Partnership Project
Collaboration to strengthen the partnership role of teacher education in local skills development in Southern and Western Norway.

On behalf of the Norwegian Directorate for Education and Training, NLA University College, represented by Per E. Garmannslund, in collaboration with Sølvi Lillejord at UiB, has served as the coordinator for the West region from 2022 through 2025. The work has involved coordinating and supporting collaboration between the region's teacher education programs and local kindergartens and schools, with the aim of strengthening the educational institutions' partnership function in the work with local competence development in the region.
To have the best possible starting point for the work, the coordinators have conducted several dialogues with management and employees at the higher education institutions in the region and their partners. At each institution, there have been conversations with people who have been/are involved in or have a role in the work with grant schemes for local competence development in kindergartens and schools.
The goal has been to clarify the status of the work with partnerships, that is, information about what the institutions have done, how they have organized the work, how available funds have been used, what they think they have succeeded with, and what barriers they have experienced in the work of developing well-functioning partnerships between higher education institutions and other actors in the grant scheme.
The Region
The Norwegian Directorate for Education and Training's West region consists of the universities and university colleges (HE) in Southern and Western Norway that educate teachers for kindergartens and schools. These are Volda University College, Western Norway University of Applied Sciences, NLA University College, University of Agder, University of Bergen, and University of Stavanger.
