This article discusses school administrators scope for action in the school system. The school administrator is often described as the middle manager of the school hierarchy, creating an impression of limited authority. Taking our lead from the philosopher Hans Skjervheim's conception of freedom of action as a potential realizable only through practice, we discuss the administrator's scope for action in terms not only of contextual constraints, but the administrator's cognitive transformation of the constraints of the organisational system.
