Exploring the Affordance of Equality and Equal Opportunities to Female Journalists in Rwanda's Media

Abstract Rwanda’s media industry has expanded in diversity and plurality. Various reforms and efforts to professionalise and enable media contribute to national socio-economic development efforts. Media have gradually been liberalised and transformed into free and independent communication platforms and spaces for dialogue consistent with the principles of democracy and the protection of civil and political human rights. A major area of concern in most media development endeavours in Rwanda has been the creation of appropriate work environments where gender is mainstreamed in all media activities – from education to practice. This chapter examines the state of current gender equality in the Rwandan media to understand how issues of equality and equal opportunities are afforded to female journalists. A mixed-methods approach reveals an inequitable allocation of journalistic roles between male and female journalists and claims of biased coverage of women’s issues, salary discrepancies, a general misunderstanding of the concept of gender equality and its implications, and modest approaches in the implementation of gender-related policies. The authors argue that continued focus on gender mainstreaming in the Rwandan media should foster gender equality and develop capacity, inclusiveness, and non-discriminatory work environments.
