Utilization of primary health care services ten years after the introduction of the Patient List System (GP Scheme)
Utilization of services is an important indicator to estimate access to healthcare. In Norway, the General Practitioner (GP) Scheme, a patient list system, was established in 2001 to enforce a stable doctor-patient relationship. Satisfaction with the GP within the Scheme is generally high as their services also include prevention measurements, service coordination and follow up. However it has been registered that, patients repeatedly choose an easier access to an inferior solution – treatment at the emergency ward (EW) for routine care. Utilization patterns for patients can be described within the country and within various groups in the population. To illuminate the diversity the aim of this paper is to describe the utilization pattern both within the major immigrant groups in Oslo and the populations in urban and remote areas.
Methods
Based on a complete register for 2006, 2007, 2008 and 2010 estimated the probability of choosing the EW for the Norwegian-born population in Norway as well as for the14-largest immigrant groups residing in the municipality of Oslo. The regression models were based on 2 609,107 consultations.
Results
The results identified substantial variation both among patients from various immigrant groups in Oslo, as well as thoutrout the country for Norwegian born patients. During the period 5 years to 10 years after introduction, the use of EW services showed rather a slight increase instead of decrease and variation in utilization within the country.
