Entrepreneurship training – Teaching the unteachable? A discussion of competence and learning in public entrepreneurship programmes

The paper discusses learning strategies in entrepreneurship programmes. The empirical references for the paper are four Norwegian public entrepreneurship-stimulating programmes. The programmes aim at increasing the financial, human, and social capital of prospective entrepreneurs. However, our analysis of the programmes reveals a strong emphasis on developing human capital through educational services. The methods applied in the education programmes have a strong rationalistic approach and focus on attributes such as knowledge and skills. We suggest that entrepreneurship programmes should have a stronger emphasis on the creation of social capital and a more interpretative approach to the development of entrepreneurial competence. The weakest element of all programmes is lack of ability to create fruitful relationships and networks. A stronger emphasis on this would strengthen the programmes because interaction in appropriate business networks would create a more interpretative learning situation with the individual entrepreneur’s conception as the starting point.
