Frå nasjonal ide til lokal handling – administrative faktorar mot berekraftig rettleiingsordning for nyutdanna lærarar
Newly qualified teachers (NQT’s) are in title to be met with a good and sustainable supervision scheme when they start their profession. Both employee- and employer organizations have stated this, but many different factors influence whether this becomes reality. This article examines some programs developed and based on a mutual interaction between school/kindergarten owners and representatives from Teacher education over a ten-year period. The purpose of this study was to point out some factors that are crucial for a sustainable guidance scheme. The analysis was conducted from reflection notes and questionnaire from all interacting parts and with a focus on administrative factors. Findings are discussed linked to Theory on sustainability and Theory of learning organizations. By identifying the various persons’ perspectives and which critical factors prevent this, we point out that good interaction between owners, the higher education sector has a major impact on the quality of the scheme. We identify dimensions such as economy, cultural and social interaction and good governance and link this to the organization’s ability to be learning. This requires personal mastery at all levels, the ability to uncover mental models and a learning community of practice with shared visions and group learning. These are all elements of organizations that are evolving in harmony with the changes in society. We also see that it is crucial to bring updated information back into the teacher education.
